For the Telcos, it is about maintaining and getting new customers. Keeping it silent won't generate any news subscribers and boost their profits. And this is a big opportunity to repositioned themselves again. Read up on MNP in other countries first before you throw comments about Telcos being silent. No Telcos will keep silent.  The WAR is coming. Telcos won’t play silent game on MNP. For the Telcos, it is about maintaining and getting new customers.
