The problem with this method is that the highest paying ads aren’t always the best worded.

AdSense uses an algorithm that utilizes click-through rate to determine what ads are shown. How it works is if an ad gets clicked 10% of the time and costs $0.10 cents, it is given the same weight as an ad that is clicked 1% of the time and costs $1.

By filtering out ‘low paying’ ads, you are basically hurting your own interests. I feel that trusting Google’s algorithm is the best thing to do.
